Per other similar complaints on the internet about this telephone number, the call showed up as "gift department," the message is in Spanish, and states "if you have been in a car accident, press '0'... you can get $1000 to go to a rehab center...." and when '0' is pressed, and one answers in English, they hang up. If one calls back 5 minutes later, an automated answer states "you've just won $1,000...."
