Seemed to be some kind of WAR dialer, since there was a long pause before anyone started speaking. Finally a woman said in Spanish "who do I have the pleasure of speaking with?". I responded with the same question and, after some effort, got her to tell me she was calling from the "Departamento de Idiomatizacion del Estado", which roughly translates to "Language Education Department of the State" and would appear to be a non-existent government agency name they came up with in order to dupe recent Spanish-speaking immigrants who don't know any better. I tried to explain to her that she had called a cell phone, which is illegal, and that the cell phone is on the do-not-call list, which is also illegal. I also asked to not be called again. She kept saying "Como? Como?" (What? What?) the entire time, so I'm not sure if the message sank in. She eventually hung up on me.
