Recorded message refers to lowering rates on my credit card account before the next billing cycle. However, I do not have a credit card and have not had one since 2008.

Lower credit card interest rate...something to do with the "stimulus package", which makes no sense. As far as I know, there's no active economic stimulus package that includes companies calling to offer you a lower interest rate. The current interest rate on both our credit cards is 0%. They can't lower it unless they pay me!
