Asked if I wanted to reduce my interest rate...yeah ok buddy NOPE!
While I did not receive a phone call, I got a letter in the MAIL! The letterhead was Capital One with the logo, Account number, my full name, address, everything an official written correspondence should have. Saying my newly opened account was being frozen because I failed to provide some additional information to verify my identity. Instructed to call "Fraud Department at 1-800-239-7054" If not within 45 days my account would be closed. If already talked with them, then disregard this letter.
I don't have an account with Capital One, BUT my mail has been going missing. I thought maybe someone is using my information, but even though this came in the mail, something just didn't feel right. So, I looked up the phone number for Capital One fraud complaint number and it was NOT the number listed in the letter. The number in the letter 1-800-239-7054 look up lead me here as a known scam! So be aware they are now using the USPS to send very convincing letters!

We got the same exact thing. I'm not calling that number, but I am going to call Capital One customer service and give them the card # that we did not activate and be sure it's not active and close that # out.
Received a call and voice mail from this number, saying they need to discuss my recent application. Say What?
My credit cards are not through a big bank so I checked and none are managed by C-1 so I had the Duck check it out. Found this site, with the posts agreeing it is a fraud call. Thanks, Folks!
They left a voicemail on a different phone number phone number that was on the same account for me. I never gave that phone number to capi cap1. Nazalia answered
Yes I was called about lowering my interest. After asking them what is my interest they didnt know and asked me for my card number to confirm. I hung up.
