Called and even told to call by my own social security office yet this is a scam number ? Is this legal?

my phone transcribed the voicemail and I couldn't get it back to listen but the gist of it was "avoid legal consequences" 'available arrest warrant" "need to talk to ___ officer immediately" In their dreams.

Scammer number left a message that the call was about a fraud alert. When I returned call, the message referred me to call 1-800-772-1313, which was the actual SSA number. I hung up... no actual conversation with anyone. Is it possible that the call back is being redirected somewhere?

They called me and I pressed one. they asked for my name and I said what is your name. They said they want to make sure they are talking to the correct person. I said who are you looking for. I said what is your name. The man on the other line could not speak English very well and he said look I am not playing around and called me a Mother F'er. Of course I think you all know the name he called me. I said Shame on you for talking to me like that and he hung up.
