I didn't answer it (on my cell at $0.45/min) but the other caller saying it is a Charter Cable survey after a technician visit makes sense. Charter technician just left 20 minutes ago!

It's a Charter cable company survey about the service. They call you every time after there was a technician at your house. I really dislike all these unnecessary calls.
