they call no name of company are the caller.s name they say i have a debt but i don't an they keep asking for daNEIL THAT DOESN'T LIVE HERE AN I DONT'T KNOW.
Received a call from 1-800-414-8319 about a delinquent phone bill for about $80. After the collector obtained info about my address he said that there was another delinqient account relating to a repossesed car from 7 years ago. The account with small debt was to trick me so that they come with the bigger account, which by the way was closed due to repossession of the car and the debt is older than 4 years to be enforced in court.
I have been receiving multiple phone calls from this number too at all times of the day. You get a recorded message if you answer that starts with "This is not a sales call" and goes on to say it's from Palisade. It could be a telemarketer trying to develop a business relation in order to get around the do not call list. My gut instincts says that it is a scam. I do not know if this is a debt collection agency or not. If they are, the calls could be considered harassment under the FDCPA.
My understanding is that if you are receiving calls from a collection agency and you request they stop calling you, they have to stop according to the Fair Debt Collection Practices Act.

The Fair Debt Collection Practices Act spells out harassment or abuse as

603(f) or 604(3) of this Act.
(4) The advertisement for sale of any debt to coerce payment
of the debt.
(5) Causing a telephone to ring or engaging any person
in telephone conversation repeatedly or continuously
with intent to annoy, abuse, or harass any person at the
called number.
(6) Except as provided in section 804, the placement of
telephone calls without meaningful disclosure of the
caller’s identity.

The call is clearly illegal and considered harassment since the caller ID comes up unavailable under section 806 of the FDCPA. Multiple phone calls at all times of the day could be considered harassment too.

Requesting debt validation can sometimes stop them in their tracks as most don't have the required information.
