They've been calling my cell phone using a spoofed callback number from a similar exchange number (AT&T, Hazleton, PA region). Indian accent, claiming to be from the Los Angeles area but indicated a local contractor could call on me at my convenience. Would the local contractor be liable for the violation of the Do Not Call registry?
