Unless it is a political campaign type of question, it's not probable that a phone survey consists of one and only one question. More probable that it is either: a) a sly attempt to gain information that can be later used for a telemarketing campaign; b) an attempt to see who is compulsive / anxiety driven enough that they can't hardly stop themselves from talking to strangers posing questions to them. And might therefore be susceptible to future scam calls from other numbers.

I suspect this caller is someone behind an app creator. I am currently learning how to play guitar so, I downloaded a recorder app where I can record my progress how I play Guitar then suddenly this number keep on calling my phone.

came in on my cell phone... i DO NOT GIVE MY CELL PHONE # OUT, no idea how they got my #... not happy... but I did not answer as it was not a number i recognized and figured it might be a telemarkater

You don't need to give your number out, the computer just works its way through all numbers 555-0001, 555-0002, 555-0003, etc. and transfers and calls that pick up to an agent. There is NO way to prevent that. 😕

It is set up like a survey but highly suspicious as they say there is only one question. It is most likely going to be a yes or no question where yes is the answer almost everyone gives. They then record your voice saying yes and I have heard of a recent scam where they use that voice recording of yoy saying yes to somehow steal money from your accounts.
