After much research and calling I found out that this is a TracFone. This means even if you report it, they can just buy another phone and replace out the sim card. The only way to stop scammers like this is to hit them hard by wasting their time. When they call, talk to them and keep them on the phone as long as possible. Don't give them any real or accurate information, just waste their time. I just called the police and they said all they can do is document. Notifying the ftc won't help because they can just buy another phone. What really needs to happen is someone needs to take cell phone companies to court because they sell these phones without collecting any personal information and thus promoting scamming. Would you pay $50 for an unlimited phone if you can make thousands scamming? Again, I can only see that wasting their time is the most affective way of preventing them from scamming others. If everyone does it, then this will not be cost affective for them to keep calling.

Recorded on voicemail: “…for accounts. There are no problems currently with you account. It is urgent that you contact us concerning your elegiblity for lowering your interest rate to as little as 6.9%. Your elegibility expires shortly, so please consider this your final notice. Press the number 1 on your telephone now, to speak with a live operator and lower your interest rates, thank you.”

I listened to the recording and then pressed 1 to speak to an agent. "Marie" said that they were the "qualifying department" for Visa, Master Card, Amex. I told her this number was on the National Do Not Call and she hung up on me.

Voice said "This is Rachel." Offer from "card services" to lower my credit card rates to as low as 6.9%. I pressed 1 to talk to a representative, who answered, "You pressed 1 because you want to lower your credit card rates." I said I pressed 1 to be connected to someone who will remove my number from their call list. Representative immediately hung up on me.

lowering my credit card interest rate. First I got a pre-recorded mess. when I opted to talk to a live rep. to let them know I was on D.N.C. registry they hung up on me. I have got these calls for some time but this is the first report I have made

You all should have fun with this. Just press one and see how much time you can keep them on the phone. Make sure to give them bogus information and ask them to repeat a lot. Let them know you are desperate and you really need to lower the rates of those cards. I like to say I am at least 30k in debt between 3 cards and I really could use the help. See how long you can keep them on the phone before they realize you have wasted their time. You can really have some fun with this by the way. Don't ask them to remove you, just waste their time every time they call and I bet sooner or later they will realize that calling you means wasted time. :)

Call the number back from a landline with black collar ID of course, and the message when the phone answered was unintelligible as to the name of the company but he did say that your mailbox was full and to try again later.
