I've received dozens of these calls from different numbers, claiming that I've filled out of form expressing interest in something. This obviously is a lie to get around their do-not-call registry policies. I have to assume they're scam artists.

They most likely are using an auto dialer as I never give out my cell to anyone I don't know. They don't know if it's an active number until someone calls back. Reporting them as my cell is on the DNC list and that also covers text messages.
