The Indian sounding voice said that they were with Norton. Stated that we had yearly renewals of our Norton payments- right? Could not figure out what the call was wanting/trying to achieve, just hung up on them.

Go to WWW.westernwats.com , they give you an email address to opt out. Easy, no more calls.
It's much easier and faster than getting by the Validation Code

i dont know the number so i dont answer it. i downloaded "call control" app & it blocked the number. i recommend you do this. dont answer, maybe a virus is going around.
