Keeps calling won't leave message

The call I received displayed on my caller ID as +1(1)8019023100. I missed the call but based on the extra 1 it was obviously a spoofed call. I looked up the number without the extra 1 and it belongs to Discover. My guess is that the scammers added the extra 1 to prevent people from calling the number back and speaking to someone who actually works for Discover. If they did then potential victims might be warned that the number is being spoofed by criminals.
Calling my work phone, claim to be credit card company, can lower interest. They are just phishing for credit card numbers. I told them this number is on the DNC list and is being reported.
