The pre-recorded message states it is for credit card reduction services and to press "1" to speak with their associate. ( I have received 2 other calls from them but have not written the times, dates or associates name down. It will be done from this point on. )

Online research. I've received several of these calls to my cell phone number from different numbers across the US. Each time, it's "Card Services" calling to "lower my interest rates". They never identify a business name (like VISA or Bank of America). They give you the option to press 1, and when you do, you're connected to a live person. I asked how they got my number and was immediately hung up on.

Offers to reduce the interest rate on my credit card. Only states "Cardholder Services" and does not identify which chard. I demanded to be removed from the calling list on 4/30/12 and 5/1/12 - first time, they hung up on me. Second time, refused to remove me. When I asked for who could remove me, they hung up on me.

Phone number changes everytime they call as they have software to fool your caller ID. Don't even waste your time in trying to block them as you will have 1000 numbers on your blocked list and they will keep getting through. Just download Mr. Number and it will block anyone not on your contact list or area codes that you approve.
