This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They fail to have an operator on the line when the call is answered, further violating the TCPA, and play a recorded message without an operator on the line. When you do get to an operator, the operator refuses to provide a physical address, further violating the TCPA. Their recording states that the victims accounts have been monitored and the victim is qualified for 0% interest on all their credit card accounts. This is clearly a scam, as the operator makes it clear that they have absolutely no information about the victim's accounts or debt. Do not provide this scammer with any financial information.
