Telemarketer who probably attempts to use the "I did business with you in the last 90 days" rule to harass you. In this case I did business with Virgin Wines in the last 90 days. I never did business with Optimum Marketing and they are probably in violation of the law to call me. Nobody calls my phone legally to discuss sales; each person that gets my phone number is adequately briefed on this. Thus, you can infer the legality of this company.
