I reported this scammer to the Office of Inspector General/Treasure Department. The number has been disconnected. Here is the response from OIG/Counsel:

Thank you for reporting this scam call information to us. I will add the information you provided to our database, we’ll look into the number for any investigative leads, and I will work with the carrier to terminate service to the number. If you receive more calls from the number you reported, you should ignore it or block it if possible. I would also encourage you to spread the word to your family, friends, civic groups, and local law enforcement about this scam so others do not fall for it (the scammers often target geographic areas so many people in your community could be receiving the calls as well).
If you receive more calls in the future from other numbers, feel free to report them to us as well.

"You regarding an enforcement action executed five United States treasury and tending your serious attention. Ignoring this will be an intentional second attempt to avoid initial appearance before magistrate judge or a grand Julie for a federal criminal fence. My number is 815-553-0627. I repeat it's 815-553-0627. I'd like you to call paper with us and help us to help you. Thank you."
