Asked for donation to "police charity".

If they are a legit charity they can call you. I am a professional fundraiser and know the telemarketing laws do not apply in cold calling but other points if the law do like when they call or removing the name and number fromvtheir list. The National Do Not Call list does not apply to charities.
Be careful with law enforcement charities as some are definitely scams.
Best way to stop any telemarketers is to simply not answer your phone. When you answer it clues them that someone lives there and they will continue to call.

Probably scam, as I am on Do Not Call List.
