The caller claims he's from the IRS Legal Department, that there's a legal case against you, a criminal case against you, and that he needs your personal information before you can proceed.
DON'T GIVE IT TO HIM! If it was really the IRS, they'd have all that information.
Instead, visit the IRS' "Five Easy Ways to Spot a Scam Phone Call" page, then help put this guy behind bars by filing complaints with the FTC and the IRS' Inspector General's office. Here are the links:

Person with accent calls and threatens legal action from IRS unless they are paid a certain amount of money.
The same guy called my phone and left a voicemail saying I was being investigated by the IRS which is not true at all. He called my phone twice in one day on a Saturday.
This Indian guy called to say I was involved in a criminal investigation and my local sheriff dept would be informed for my arrest.
