They "offer" a lower interest rate for credit cards. However when you press "1" to speak to a representative they immediately ask for your social security number and credit card number.

The message indicates they are my credit card company and they are offering a lower interest rate. When you press the number indicated to speak to a live person, they immediately hang up if you ask them why they keep calling, or they tell you you are not on the do not call list and hang up.

Same story different number they call using recorded message saying there is a new government program that can lower your interest rates on your credit cards press 1 to speck to a to a customer rep.
