June 27 and 28, 2016 - got a prerecorded call from 843-648-0028 2 days in a row. to my cell phone number that is on the national DNC list.

Prerecorded sales message was in a clear male voice that started with "Congratulations" and offered $250,000 for my business, if I did at least $12K per month. Today (June 28, 2016) I got to a live woman sales rep who had a noticeable oriental accent. She said they were offering a cash advance, not a loan. When I asked what bank or company was offering this, she said she was a qualifier and could not provide that information, and abruptly hung up. She never identified herself or the company or provided a phone number.

Other internet research suggests the calling company is Risen Capital, LLC, a Delray Beach, FL company (admin@risen.capital) that offers merchant cash advances, and was sued 2 times in 2015 for allegedly violating the federal Telephone Consumer Protection Act. See Perrong v. Risen Capital, LLC, 2:15-cv-01807 (case voluntarily dismissed, possibly because of a settlement), and a still active case, Blikken v. Risen Capital, LLC, 8:15-cv-01693.

If you call 843-648-0028, you get a prerecorded woman's voice who does not identify herself or the company, with an opt out/removal option. Her message repeats 3 times, before the call disconnects.
