This guy (JOE BARTEL) as left three text messages saying he works for Fleet matics, fleet medics and fleet madix. Says only my first name and asks to contact him but with no explanation why. Scam for sure.

This isn't a scam. Fleetmatics calls companies that are close to current customers. Joe is probably a sales rep reaching out to you to see if you could use the system.
