This is an insurance scam. A female bot voice leaves a voice message informing that you're approved for insurance (that you've never applied for). There is the number 855-216-4367 left to call back to buy your insurance. When called, this number is answered by a male calling himself "John Rossman." If you do not say that you are interested in buying insurance, he will hang up on you. If you call again to try to get your name taken off their call list, "John Rossman" snaps that he will take your name off the list (even though in later phone calls, he claims not to know anything about how you have come by his number).

I've called twice to attempt to stop getting the harrasing bot voicemails. Both times, "John Rossman" answers and is rude and belligerent. He yells that you are interfering with his ability to earn a living selling insurance.

You can't get out of this cycle once they've gotten your number. My number was sold by Blue Cross and Blue Shield.
