I got this call at 1455 in Raleigh, and didn't answer because I was driving. I called them from my *work* phone, which shows up as a major telco. It's Time-Warner, and they're promoting some new services. So! Not a scammer, just someone getting their calling software screwed up pretty bad. I politely asked them to place me on their DNC list, and advised that if they're running an advertising campaign, they're doing it wrong.

Missed call notification. Info from areacode.org states:
Area code 855 is a future area code reserved for toll-free calls in which the calling party is not charged. Instead, the telephone carrier charges the cost of the call to the called party. Toll-free numbers, such as 855 numbers, have applications such as technical support, customer service, and personal use.
