since when does revenue Canada call especially with USA phone number scam

A heavy Indian accent about 25-30 years old called, saying he calls from Revenue Canada and ask if I have a criminal lawyer ready because I owe $5000 tax , that I should discus with him a settlement to avoid losing my property and possible jail term.
I asked him who make the law for owing 5000 dollars because what ever mistakes while filling income tax resulting losing house, car and jail time or you make that law by yourself? - I the ask, If you actually call from Revenue Canada, why on my display doesn't show CRA or Government of Canada, I think you're pretending so let my call you back on that number then we can talk because you don't know who you are talking to. He said, he doesn't have time for that, I said I don't owe no body any money included tax money, but if I do then CRA will mail me a letter ask me to pay back with fine and interest, they don't sit around to call and harass people like you, because then end up to get sue for harassment. I said to the guy, by the way, buddy, you don't study good enough how people from government of Canada calling out people and they only call when then don't hear respond after many mails sent out, because you never let your foot on this land so you thinks any government is just like the one of the country where you grown up and guess what you are so young to scam people, go find a real job, you mother f...ker!
He then hang up.

Two days later, the same guy calls again, maybe he didn't remember we already talked so here he goes again with rushing and loud voice full of Indian accent and ask again if do I have any criminal lawyer ready, I said YES, two of my children are lawyers, one is criminal the other is Real Estate, what do you ask me for?
He hang up right away..

Four days later which is today June 29th, 2016 he calls again but with different number which is 855-888-5927.
SInce I block all the 855 are code so the call didn't go through.
