This was an automated, illegal robo-call that went straight to voice mail. The robo-call started before the voicemail started recording, but it said:
"... has been extended to October 31, 2017. Please give me a call back as soon as possible at 310-803-9561 to lock in your benefits. Again, that's 310-803-9561. Thank you so much and have a blessed day."
They called my cell phone, which is on the FTC and State of FL Do Not Call List.
They previously called me, and left the same exact message on:

Not ONLY do I get a call from number (858)215-1850 claiming help for loans (that do not exist). But they told me to call (310)803-9561 to get back in touch with them. Why are you calling me from one number and telling me to call another to "talk about your accounts"??
