credit card rate declination

This call was simular but rachel offered me a lower interest rate on all my credit cards.
I pressed 9 as requested and then was connected to sue whic had a males voice. Was he related to Johny Cash or peggy's brother LOL. Note the call came up on caller ID as cell phone from NJ maybe it was snokie. Anyway I let Sue know I was going to report them.

Initially I heard a recorded introduction to the call, something like "Hi, this is Rachel, I'm calling about your credit card account, please press 9."

Then I was connected with someone claiming to work in the "qualifications department for Visa and MasterCard."

I questioned which of those two companies he worked for. He said both. I said "but, they're separate corporate entities - which company do you really work for?"

"We work with all 551 credit cards and banks nationwide."

"Are you mandated by the federal government?"

"No."

"Goodbye."

SAME THING HAPPENED TO ME OFFERING TO LOWER MY HSBC CREDIT CARD-??/ IT WAS A RECORDING .
