Their VM greeting stated Univ of TN - Center for Applied Research (no option to be removed upon callback)
Received a call from this number today 9/20/2015. I get unwanted calls from the 865 area code regularly and when I'm in the mood, I hit answer on my phone, but do not say anything. The woman caller sayed "hello" twice and hung up. She called one more time and listened to my silence a second and then hung up. I read online this could be a survey call, but I didn't try to find out. Sorry. That's all I got!
