THis number calls 5 and 6 times a day, it's a harrasement

When I answer the phone ( my mopthers #) I try to talk to them, ask if I can take a message, I was called a liar and the man on the other end just hangs up on me. He never lets me take a message so that I can write it deown and give it to the intended person. How do they expect to resolve anything unless they talk to you or at least leave a message. They call enywhere from 5-12 times a day but never, ever leave a message for anyone to call them back, or communicate at all. Is this legal? We have a police officer in the family who has mentioned that it is against Nevada State Law for any telemarketer or collection agency to never leave a message and then file stating they have attempted numerous calls with no response. I don't think this is a very good way to try to reach people and get any kind of positive response.
