These people are breaking the law! Under title 12 under the United States Constitution you can warn and record them that who ever these so called "state collections" people are can be fined up to 10,000 dollars per phone call. If you answer ask them to identify their full name, company EIN# and the exact name of the agency..this will shut them right up.

This phone number called me at 10:45 today. I missed the call but when I went to call them back, all I got was a recording. I stayed on the line with them for 10 minutes and the only thing that was ever said on the recording was "Thank you for calling, your call is very important to us." This message was said every ten seconds.
