They call every day and day they have a message for me

It is a collection agency. They also manage parking tickets. Parking tickits are actually a "notice". In victoria bc they are voluntary. The only way they can charge you legally is if you submit you have done something wrong or if you dispute them. A notice is not a bill and is not attached to a contract. The credit collector is acting as a interloper.

Voice message to contact them sounds like debt collector.

I answered the call - a voicemail message said don't hang up so I hung up right away. I called the number from a landline and was greeted by a voicemail message identifying the company as Arrow or Aro and a bunch of instructions on how to reach an agent or receptionist. Sounds like scammers.
