health insurance, the message said "Please call 866-611-0519 as soon as you hear this message to discuss your current situation and policy changes". In this way they create the impression that you are already signed up with them for some kind of insurance. The calls always come from spoofed phone numbers that start with the same area code, so that you'd think it is a local call.
