Call came from Kingston, Jamaica saying I won Publisher's Clearing House and needed to provide $1949.82 for registration fees to be able to accept this money. They claim the IRS needs this money up front to be able to receive the winnings. They will accept a minimum of $100 if the balance is paid after the money is received. Since when did PCH charge for the money you win ?? Caller said his name was David Anderson
