Calls a lot and never leaves message if it was important maybe they should leave a message

Constant calls to my home phone and cell phone. Does not leave a message. If trying to collect a debt then leave a message and say who you are and what you want. This is harrassment and has been going on for days on both of my phones. I do not answer if caller ID does not show me who it is . Get a clue!!!!. I'm really sick of it. Maybe I would return the call if they just left a message, but now there is no way I will answer a call from this number.

"Richard" called for previous owner of this phone #.

Line was crackly so I could barely understand the guy.
I explained it was now someone else's private cell #, and how for 2 years every known credit agency of the face of this earth has called for this person. [I've had to have legal 'cease & desist letters served to several of them]
He wanted to know how long back (over 2.5 years at least) it had become my phone #.
Asked him what company he was from, he said "Bay Area".
Claimed he would remove my # from call list.
We'll see if I get another call.
If he does not remove me they'll be reported for violating the state & federal guidelines for debt collection.

I keep getting "Toll Free Call" on caller I D.. When one says they will not call, then, get same caller I D with another number shows up.

How does ANYONE get to use a name as "Toll Free Call" ?
