they call and you can't hang up...they camp out on the line so you can not call out!!

called and he said his name was max and I asked the state they were calling from and he hesitated and finally said FL. I disconnected call

Answered my cell and right away was put on hold (all I heard was music).
I hung up, called back, a person answered, they said "Libery"
I have no idea how they got my number.
