I know where the number comes from and it is not a scam. The person tells you they are calling for the Centers of a Disease Control and Prevention not that they are the CDC, and they don't use profanity and they aren't allowed to hang up on you. Reporting this number will do you no good because they are a research firm and you can't sue the government. In all honesty the surveyor laughs about your over reactions and ludicrous comments about a simple survey. You are told up front who they are calling for and what they want if you just listen. They never ask for identifying information like your name and address. They don't know where you are so telling them your at work or in class makes them wonder you answered the phone. The most important thing to know is they get paid regardless of rather you do the survey or not. If you don't want to do the survey don't be rude just don't answer the phone after all you don't know the number so why invite a stranger into a conversation.
