Supposedly a text saying "STOP" or a verbal response of "stop" should do the trick. If not, file FCC complaint, and/ or to your state's Attorney General.

Not familiar with area code--so I checked it out and noticed it was nonsense. Had one that kept calling for months and the area code always changed, the exchange always changed but the last four digits remained the same. Why waste my time and block the idiots--just kept a list out of curiosity, and it amounted to 21 different area codes, exchange numbers, but identical last four digits. What stopped them is that I called one day and left a message indicating their stupidity and waste of time.
