It is legit. Citi covers a number of retailer's cards, including Shell. I have an overdue bill of $27. I called Shell direct to confirm.

This number belongs to citicards. They call if you are late on making a payment. They want your social security number or account number to verify the account. The people are rude and I told them I would not give that info and they said that a screen does not pop up on their end with that info until you give them your personal info.
