Canadian collection agency, trying to seem scary by using a Mister Roboto voice generator and a U.S. toll free number, and calling itself Something - or - Other Law, trying to collect ancient debt. That they "bought" for pennies on the dollar from original creditors, or, more probably, from some other collection agency that can't be bothered calling any more. Basically just spam.
