By the way - if you call them back they now know they have a "live" number. Even though you can "block" your number easily, they can now sell your number as a verified number, with higher value to other telemarketers.

I don't know who they are but if you call the number back there's an automated message. Press 1 to be put on their DO NO CALL list. Very easy.

Looked this number up and found its "Spoofed" number, which means that whoever called tried to "tricked" my caller ID to display an incorrect phone number. Telemarketers do this so you cannot complain,
