Call came in on my cell. Earlier had received a text msg about student loan forgiveness but was a 301 area code. Guess this call same as above. Blocked both.

Yes, they have called me over 20 times in the past month, despite selecting remove me from this list. Getting pissed.
This appears to be a student loan forgiveness program or other loan forgiveness program that's trying to call and get your information. The message was cut off but your app did not block this number.
