Attempting to get credit card information in order to 'reduce rates' claiming a new government program. Starts with a prerecorded message, then asks you to press 1. If you press 1, you're sometimes handed off to a live person who will hang up if you attempt to ask any questions, go 'off script' or try and elicit any identification information.
