Spoofed caller ID - no one answers

Unsure entirely because I refuse to listen to their pitch, asking over and over to take my number off their list. Something about insurance and the State of Ohio I think.
I have not answered the call because they come 3-4 times a day plus weekends and the caller never leaves a message. It's some survey or temp agency in North Carolina. I have asked them to stop calling me via a letter to the president of the company but the harassment continues. IT's definately a harassment .
