This is a typical VOIP (spoofed) call originating from India, Russia or China. The caller try’s to make the person pay a fee (extortion) by suggesting that a relative is in danger.
Rule #1. Never-ever answer a call from a number that is NOT in your personal phone directory.
Rule # 2. Let it go to voicemail.
Rule # 3. Do NOT call back, if the caller doesn’t leave a message. Do NOT call back if they say they are the police, the IRS, or if they say they have a free product for you to review on Amazon.
