This scammer calls numbers on the national do no call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered and still further by playing a recorded message without an operator on the line. Since you can never get to an operator who can answer, they also fail to provide a phone number and address when asked. Their recording is asking the victim to leave contact information so they can receive another call regarding getting thousands of dollars per year back from credit card processing fees. This is clearly a scam. Do not provide this scammer with any personal or financial information.
