They wanted me to call to see about lowering my interest rate. I got an identical voicemail message on Dec. 17, 2011 from a different number - (503)468-5531 in Astoria, OR. Today's call was from Orange County in California.

It advertises the ability to get you lowered interest rates on your credit card. The recording attempts to sound like it is a call from one of your own credit card companies as a reminder of an offer that you have already received but possibly overlooked. It says that you only have a few hours left to respond.
