I just had these people call me as well. I was receiving these calls a couple months back from a different number, but it's still "Card Services" and they're still offering to lower my interest rate. I confirmed with my credit card company that they never hire an external agency to make special offers on their behalf. This is a credit card scam. And yes, when you speak to someone and say anything about it being a scam or to remove your number they instantly hang up. Do not give these people any personal information.

Pre-recorded message from "Rachel at Cardholder Services" - they promse to lower the interest rate on my credit card. I do not use credit cards and have repeatedly "pressed 9" to be removed from their call list. This seems to only increase the calls.
