I also was getting these calls and also with the last 2 digits different. Then I came across a blog comment on how to stop the phone calls at 307 223 0458. I called them to see what they were about. They said they provide this service to a small number of companies that call consumer who are trying to minimize complaints and save time not calling people who don't want to be called. All I gave them was the caller's phone number to verify it's on their list and the receiving phone number to add to the do not call list.

Lowering my JCP&L electricity rates as a government initiative. They will not give you the compnay name and say they are exempt from do not call lists.

Third party energy supplier in New Jersey. Claimed they were the Electric Assistance Program and weren't a private company but doing a service for the utility and the State. The number came up (973) 273-7843 I mentioned that I am on the NDNCR and she hung up immediately.
