This scammer calls mobile phone numbers without express prior permission in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered, and still further by playing a recorded message without an operator on the line to answer questions. They fail to provide a phone number or physical address when asked, yet further violating the TCPA. Their recording states that the victim is eligible for an interest rate reduction on their credit card, but no legitimate bank would operate through unsolicited telephone calls to numbers not associated with any credit card. This is clearly a scam. Do not provide this scammer with any personal or financial information.
