lowering credit card debt

Computer generated call which claimed to lower you credit card interest rate by 3% if you owed over $3000.00 and then said to select #1 for customer service representative. I did, someone came on with background noise, mumbled their name and company name, which I couldn't hear or understand so after asking them 3 times who they were without receiving an answer, THEY hung up on me.
In calling back, the phone number had a continuous long busy signal blocking any calls.
As I am on the Do Not Call Registry, I intend to report this.

Offering to lower my credit card rates to 3% if I had a balance of over $3,000 between 1-3 cards. At first I thought it was legit because I know my rates should be lowered.

When he asked for my account number I realized that it was likely a scam and that they didn't have any info on me before I picked up the phone. I asked for the company's name and a number so I could call the company back, and he refused to do so. He balked about my concern of identity theft and started to yell at me when I said I had doubts about the company and that I had no reason to trust a call out of the blue. He went on and on about how he couldn't do anything with my CC# without my SSN and birth date, reasoning that my CC statements are safe enough to be sent in the mail. He said I should trust him because the lines were secure since they deal with financial institutions.

It took him 30 minutes to give me a website, which was www.mysuccesstrack.com. But looking at their site, they don't offer any debt consolidation or anything that aligns with what he was trying to do for me.
